Help with exercise name.

While surfing around I came by this exercise. Seems to be a mix of extender with a roll jelq device. Whats that exercise called? is it any good? If not allowed please delete, but I would like to know the exercise name anyways. thank you and sorry in advance

I have seen this guy before. But I think it's better to do your jelqing with your hands. Then you will feel the deep structure of your penis, and be able to apply the right amount of pressure. I don't think what this guy is doing is any good, or safe.
